FACT -- Families Acquiring Christian Transformation
OPM-CDC’s mission is to impact our community using a biblical world view towards educational and economic
revitalization. The F.A.C.T. (Families Acquiring Christian Transformation) Initiative will identify, plan and implement collaborative community strategies to restore families involved with the criminal justice system via arrest, incarceration, probation, or parole. Our vision is to reduce crime and incarceration by mobilizing individuals, communities and faith organizations through creating bridges and overcoming barriers to successful revitalization, reentry and restoration.
Our mission is to follow our Lord and Savior Jesus Christ in working with the families of individuals having prior criminal backgrounds to promote positive transformation of their lives. The objectives of the FACT ReEntry Family Restoration Assistance Program:
• Assist formerly incarcerated become a productive member of society
• Assistance these family that have been affected by the incarnated of a family member.
• Assist the victims affected by the crime.

Galatians 6:1-10
Brethren, if a man is overtaken in any trespass, you who are spiritual restore such a one in a spirit of gentleness, considering yourself lest you also be tempted. Bear one another's burdens, and so fulfill the law of Christ. For if anyone thinks himself to be something, when he is nothing, he deceives himself. But let each one examine his own work, and then he will have rejoicing in himself alone, and not in another. For each one shall bear his own load. Let him who is taught the word share in all good things with him who teaches. Do not be deceived, God is not mocked; for whatever a man sows, that he will also reap. For he who sows to his flesh will of the flesh reap corruption, but he who sows to the Spirit will of the Spirit reap everlasting life. And let us not grow weary while doing good, for in due season we shall reap if we do not lose heart. Therefore, as we have opportunity, let us do good to all, especially to those who are of the household of faith.
PHILOSOPHY
Lead through the word of God by the Holy Spirit we are convinced the word of God has the answer to all our problems. The word of God has set the standard that our conscience alludes to in our moral or immoral decisions. So we believe that through the teaching and application of the whole truth that God will bless our effort and we will be able to live productive lives in harmony with God, man and ourselves. Therefore all that we do is governed by the word of God.

Vision and Mission
The purpose of the OPM-FACT Program is to provide supportive services to individuals and families who are or have been involved with the criminal justice system either through arrest, incarceration, probation, or parole .
Our vision is to make a significant contribution to the community by reducing the number of individuals and families experience family, economic and spiritual dysfunction due to barriers associated with prior criminal activities. Our Vision is to dramatically change the lives of individuals and their families by providing supportive faith-based community services.

Overview
If current trends continue, one in every three black males will be incarcerated at some point in their life. As of January 2005, there were 431,037 people on probation and as of May 31, 2005, there were 76,515 active parolees. As of July 2, 2005, there were 151,322 people incarcerated in Texas, not including the 2,800 beds, with 2770 residents, in three Pre-Parole Transfer facilities. As of June 1, 2005, Texas had a county jail bed capacity of 80,151 with 67,693 people incarcerated. Five Texas Counties, Harris, Dallas, Bexar, Tarrant and Travis, account for 41% of all the people incarcerated in Texas county jails.
How many people are under the jurisdiction of the Criminal Justice System?
Nationally, there are approximately 7,127,329 persons in prison and jail or are under probation or parole supervision. In Texas, there are an estimated 729,337 persons currently either supervised on probation and parole or they are incarcerated in a county jail or prison. Of all 50 states, Texas accounts for 10% of all persons involved with the corrections system.
Bible Way Fellowship Baptist Church currently has a Jail Ministry. Church members, under the auspices of the Outreach Ministry, present the gospel message to offenders through jail/prison visitation. They seek to restore ex-offenders as well as minister to family members of the incarcerated.
Additionally, Bible Way has recently partnered with the Harris County Probation Department (Community Corrections and Supervision) to serve as a satellite office. In this Memorandum of Understanding, the Probation Department has received free office space, telephone and internet support to station 2-3 Probation Officers on the campus of Bible Way Fellowship Baptist Church. Being located in the 77034 zip code, approximately 200 people in nearby zip codes will be able to meet with their Probation Officers at Bible Way instead of traveling 10-20 miles near Downtown for supervision visits.
PROGRAM GOALS AND OBJECTIVES
To solidify the team of workers that will provide support for the development of the Restorative Justice Ministry.
To nurture the partnership we currently have with Harris County Probation.
To establish mentorship and recreation for probationers that will be visiting the campus of Bible Way.
To establish a comprehensive array of programs and services for incarcerated persons and their families to include, but not be limited to, the following
